Install adb for windows or linux. Turn on developer settings and USB debugging. You may need to turn off MTP and allow your computer to access your phone. This shows up in notification shade if your device connects. You must have correct windows drivers. Once connected use adb push for example adb push /home/music/songs /storage/sdcard1/music/songs.
You can also use adb shell if you would rather use the linux shell commands.
